Allan is a Chartered, Professional Civil Engineer who possesses over a decade of experience in consulting, design, and construction of structural and geotechnical engineering services in Malaysia. He graduated from Universiti Teknologi Malaysia (UTM) with Bachelor of Civil Engineering in 2011 and obtained his Master of Engineering in Geotechnical in 2017. His area of expertise includes Shallow and Deep Foundations, Soft Soil Ground Improvement, Reclamation Engineering, Tender Design Review and Design Optimisation and Building Impact Assessment.

Allan has been involved in overseeing multiple large scale infrastructure projects throughout Malaysia and internationally, including Tanjung Jati Cirebon Power Plant (Indonesia), Indonesia Data Center, Gemas – Johor Bahru Electrified Double Track, KL – Singapore High Speed Rail (HSR), MRT Line 2 Underground, Klang Valley Double Track Phase 2, etc.

Throughout his career, Allan has been actively involved in the geotechnical industry, and has published and presented multiple technical papers on geotechnical engineering at national and international conferences. He is also a committee member of the Geotechnical Engineering Technical Division, Malaysia (GETD, IEM).

Sharmeelee is a Chartered, Professional Civil Engineer with more than 20 years of experience. She received her M. Eng. in Geotechnical Engineering from NUS Singapore in 2003 and she is presently pursuing her PhD in Malaysia.

She has been involved in most of the large infrastructure projects in Malaysia providing geotechnical consultancy services for MRT1, MRT2, Electrified Double Track projects, Pos Betau Hill road, DASH, Jimah Power Plant, BBCC, Belfield Tunnel, etc. Her scope covers the full range of geotechnical engineering including foundation, ground treatment, slopes, deep excavation, walls and retention systems for highways, railways, reclamation, high rise buildings, ports, oil and gas and large civil infrastructure projects.

With an active career in the geotechnical industry, Sharmeelee has published and presented numerous technical papers on geotechnical engineering at both national and international conferences.

Ir EG Balakrishnan graduated from University Malaya with honours degree in Civil Engineering in 1985. He has worked in both consulting and construction firms covering the general disciplines of civil engineering before pursuing a Master Programme in Geotechnical Engineering at Asian Institute of Technology, Bangkok from 1992 to 1994. He has more than 40 years of experience in general civil and geotechnical engineering.

He started his own consulting firm, GCU Consultants Sdn Bhd in 1998 specialising in civil and geotechnical engineering services. The company was acquired by Aurecon in 2021 and he stayed in Aurecon Perunding Sdn Bhd (formerly known as GCU) as Managing Director and later as Senior Advisor till end of 2025. He is now the Technical Director of ArdentGeo Consulting Services Sdn Bhd from January 2026.

He has been involved in large civil engineering projects providing civil and
geotechnical consultancy services. His scope covered all ranges of geotechnical
engineering comprising foundation, ground treatments, slopes, walls & retention systems for highways, railways, reclamation, high rise buildings, ports, oil & gas and large civil infrastructure projects. Some of the major completed projects include Express Rail Link, Guthrie Expressway, Electrified Double Track Projects, MRT Phase 1 & 2, High Speed Rail, New Pantai Expressway, Besraya Expressway, West Coast Expressway, Penang LRT, Pos Betau Hill Road, Sprint Highway, etc.

Along his career, Ir Bala has always been a passionate geotechnical engineer who also actively involved in the industry. He has published his master research in the Journal of Geotechnical and Geoenvironmental Engineering (ASCE Journal) titled “Load Deformation Analysis of Bored Piles in residual Weathered Formation”. He has published and presented more than 15 technical papers at national and international conferences. He is currently a registered ASEAN Engineer, Adjudicator of AIAC, Member of Institute of Engineers Malaysia (IEM) & Geotechnical Engineering Technical Division, Member of ACEM, Malaysian Geotechnical Society (MGS) and Member of American Society of Civil Engineers. He has been a presenter on 16 seminars and conferences. He has served as the head of the PEPC Geotech panel of examiners and now serve as moderator. He is also qualified as Adjudicator under AIAC and done 10 cases to date.
